There are, however, narrow cases where energized work is justified, and the ArcReady Study Guide §7: Energized Work Permits lays out the permit trigger conditions, dual-authorization requirement, required permit contents, and the diagnostics/testing exception that define those limited scenarios. Understanding when a permit is needed, who must sign it, and what it must capture is essential for staying compliant and protecting qualified workers.
The permit trigger conditions described in the study guide make clear that energized work is the exception, not the rule. Where de-energizing would introduce increased hazard or is not feasible for specific diagnostic or testing purposes, an energized work permit may be justified under the diagnostics/testing exception. Every other situation should default to de-energization and lockout/tagout before any work begins.
On signatures, the dual-authorization requirement means the permit must be signed by both a qualified worker and a management representative. The qualified worker confirms the technical scope and safety readiness from the field perspective, while the management rep provides organizational accountability. The required permit contents must record the circuit description and location, justification for energized work, work scope, shock and arc flash hazard analysis results, required PPE, safety procedures, evidence of qualified worker readiness, and final dual-authorization signatures (see study-guide.html#7-energized-work-permits).
Finally, the diagnostics/testing exception allows energized state work where verifying equipment function cannot be done de-energized. This exception still falls under the permit framework and requires the same dual-signature and documentation discipline.
