Understanding circuit behavior and hazard. A qualified person understands the principles of electrical circuit behavior and the nature of the hazards those circuits present. This goes beyond knowing how to make a connection — it means understanding fault current paths, the potential for stored energy, the behavior of arc flash events, and the relationship between energy, time, and harm. Someone who can wire a circuit but cannot explain what makes it dangerous does not meet this bar.
Identifying exposed live parts and assessing risk. This is a critical active skill. Restricted approach boundary crossing. Only qualified persons may cross the restricted approach boundary. The restricted approach boundary is defined in relation to the probability of accidental contact with live parts — crossing it without qualification isn't a matter of being supervised more carefully, it simply isn't permitted. An unqualified person cannot legally or safely be inside that boundary, full stop.
Energized work authorization. Only qualified persons may perform energized work with appropriate PPE and an energized electrical work permit in place. An unqualified person isn't permitted to perform energized work regardless of what supervision is present.
Supervision of unqualified persons. Clearing Up the "Two-Person Rule" Myth

The two-person rule — the practice of having two qualified persons present for particularly hazardous energized work, with one performing the work and one observing and prepared to respond to an emergency — is not a universal NFPA requirement. When you see a question about what NFPA 70E universally requires for energized work, the two-person rule is not the answer you're looking for. When you see a question about common or widely adopted safe work practices, it very much may be.
